Harbor is the intake layer. Lenders make the decisions.
Harbor is a loan request and referral marketplace. We connect borrowers with a network of lending partners — we do not lend, fund, or determine approval.
What Harbor does
Harbor operates a personal loan request and referral service. Borrowers complete a single application form, and Harbor routes that application to a network of lending partners who specialize in bad and fair credit.
Harbor is not a lender. Harbor does not fund loans, set interest rates, or determine whether a borrower is approved. Those decisions belong entirely to the lending partners who review each application.
Harbor earns a fee from lending partners when a completed application is submitted. There is no cost to borrowers — applying through Harbor is free.
How the referral process works
When a borrower submits a completed application, Harbor routes it to lending partners in the network. Lending partners review the application using their own underwriting criteria and contact the borrower directly with any offer.
Harbor does not control which lender reviews an application, what loan product they offer, or what terms they present. Borrowers are not obligated to accept any offer. Harbor does not have access to the terms of any offer made by a lending partner.
Borrower data is shared with lending partners only after explicit consent is given at the final step of the application.
Who operates Harbor
Harbor Lenders is a U.S.-based online loan referral service operating at harborlenders.com. Harbor is not a bank, credit union, or licensed lender. Harbor does not issue credit and is not regulated as a lender.
The lending partners in the Harbor network are independent companies that operate under their own licensing and regulatory frameworks. Harbor does not represent or warrant the terms, practices, or compliance status of any lending partner.
Borrower protections and disclosures
Harbor discloses its role as a referral service — not a lender — at every stage of the application. The marketplace disclosure is shown before, during, and at the point of final submission.
Harbor does not perform a hard credit inquiry. Submitting an application through Harbor has no effect on a borrower's credit score. Lending partners may conduct their own credit review after receiving an application.
Harbor does not guarantee that any application will result in a loan offer. Approval depends entirely on the lending partner's own criteria. APRs, loan amounts, and repayment terms vary by lender and are disclosed by the lender before a borrower accepts any offer.
Contact and support
For questions about Harbor's service, application process, or data handling, email support@harborlenders.com.
Harbor does not handle loan servicing, payment disputes, or questions about loan terms after an offer has been accepted. For those matters, contact the lending partner directly.
